2019年教育部关于切实提高乡村教师待遇,乡村教师工资涨多少钱

十二届全国人大四次会议举行记者会，邀请教育部部长袁贵仁就“教育改革和发展”的相关问题回答中外记者的提问。他表示切实提高乡村教师待遇，对乡村教师都进行生活补助。

袁贵仁表示，去年国务院印发了《乡村教师支持计划》，对乡村教师队伍建设做了全面的部署。当前，我们正在积极推动落实这个计划提出的各项重点任务：

第一，统一城乡教师编制标准。因为过去城市的生师比编制标准高，农村低，首先要统一。而且要结合农村教育的特点，要有和城市一样的生师比，除了生师比之外，还有一些规模较小的学校和村小，还要参照班师比。

第二，要拓展农村乡村教师的来源渠道，多方面的源源不断地为乡村教师充实新生力量。

第三，切实提高乡村教师待遇。这项工作在几年前已经在连片集中贫困地区做了安排，惠及了几十万名乡村教师。这次要对所有的乡村教师都进行生活补助。

乡村学校怎样才能留住教师?日前，浙江省政府办公厅印发《浙江省乡村教师支持计划(2015?2020年)实施办法》(以下简称《实施办法》)。针对乡村教师面临的突出问题，提出了措施。

据了解，《实施办法》提出，浙江省将切实提高乡村教师生活待遇，依法依规落实乡村教师工资待遇政策，研究制订提高乡村教师教龄津贴标准政策，提高乡村幼儿园非在编教师工资待遇，逐步建立乡村特困教师救助制度。并且，关心乡村教师身心发展，加快实施乡村学校教师周转宿舍建设。

此外，多年来城乡教职工编制标准不一样，城市高于乡村。《实施办法》提出要统一城乡教职工编制标准。同时明确，职称(职务)评聘向乡村学校倾斜，还明确浙江乡村学校教师评聘职称(职务)时，对课题和发表论文原则上不作刚性要求。

《实施办法》提出到2020年，乡村学校优质教师来源得到多渠道扩充，资源配置得到明显优化和改善，教学水平显著提升，职业吸引力明显增强;建立健全激励机制，努力造就一支数量充足、素质优良、结构合理、甘于奉献、扎根乡村的教师队伍。
